    Environment / War on Darkness

    Before the regional conflicts over diminishing resources begin, we must take a leadership role
    in The War on Darkness.  We must mobilize a national response, and then engage the world
    through the United Nations and other international institutions in a coordinated international
    response.  We must lead, politically, diplomatically, scientifically -- because there is no other
    nation with our capabilities.  We need huge investments in basic science, engineering, and
    infrastructure replacement.

    In the 1960's we declared an engineering and science race with the Soviet Union.  President
    Kennedy set a high performance measure -- land a man on the moon and bring him back
    safely within ten years.  We have on the order of twenty years to do something much
    harder.  Design and build a civilization that runs without oil.
